The Economic Advisory Council to the Prime Minister of India (EACPM) has released a document raising alarms about the potential consequences of current global AI regulations. The document puts forth five regulatory measures for India to consider:
Instituting guardrails and partitions to prevent AI technologies from exceeding their intended functions or encroaching on hazardous territories. Ensuring manual overrides and authorization chokepoints to maintain human control over AI systems. Emphasizing transparency and explainability through open licensing, regular audits, and standardized development documentation. Establishing distinct accountability with predefined liability protocols, standardized incident reporting, and investigation mechanisms. Creating a specialized regulatory body with a wide-ranging mandate, a feedback-driven approach, and the ability to monitor and track AI system behavior. Drawing inspiration from governance of chaotic systems like financial markets, the council suggests that AI regulators could be modeled after existing financial regulators like India's SEBI or the USA's SEC. It proposes the adoption of measures such as trading halts and compulsory financial reporting as potential regulatory tools for overseeing AI.
The council's concerns stem from the increasing ubiquity of AI, combined with its opaque workings, raising risks for critical infrastructure, defense operations, and various other sectors. Highlighted dangers include the possibility of "runaway AI" evolving beyond human control and misalignment with human welfare, as well as the potential for significant, unforeseen consequences akin to the butterfly effect.
In conclusion, the document acknowledges the need to rule out certain scenarios, such as a "super connected internet of everything."
